If he says there is collusion, that means there is PROOF. If he says there is not proof, that’s all that means.

In this case he would have needed to show that trump/campaign KNOWINGLY and INTENTIONALLY worked with the Russians. Barr says the report is saying that he can’t prove that. That is only Barr’s interpretation of the report. A different attorney general could arrive at a different conclusion.
