A big difference with the case you mention is that the boy raised a girl went through all the necessary changes in the womb to become male-such as developing male genitalia and undergoing some changes to the brain that are not entirely understood

In cases like Swyers, the body doesn't make or can't use the signals that direct XY sex development - so externally they develop to the bodys default, female, and internally they don't develop completely since that requires some hormonal guidance.

Interestingly, in cases with androgen insensitivity where the body doesn't make/recognize male signaling hormones and the person looks and is raised female, people rarely report gender dysmorphia (in this case feeling like they were meant to be male) and so rarely transition. This is believed to be in part because their brain didn't receive signaling that they were meant to be male or female, so the person doesn't feel strongly conflicting identities. However, in the case you mention, the person DID receive male signaling, which could contribute to them eventually living as a man despite being raised female.
