Do you have regional cultural specialists, historians and/or political scientists on your team to factor in the weight of local, national and international politics on the potential construction and development (I'm thinking the Ethiopian Grand Renaissance Dam)? While intangible, politics can carry enough weight where compromise may have to be made across other factors to make an otherwise-ideal project feasible.
