Peace Corps was founded during the height of the cold war, when everyone was paranoid about spying. Development workers are often suspected of being intelligence agents. In this case, host countries are accepting employees of the United States government to come into their country and live within their communities. Sending former intelligence agents just looks terrible, even if they are no longer working in that capacity.
The Peace Corps actually asks three or so times whether you've had contact with any of the intelligence agencies or anyone in your family has.

Can you go into any more detail about what you think is harder and what you think is easier?

Cracked provides really simple, funny, digestible articles. I never used Digg but Reddit's design has the problem of promoting shallow content, Digg might have been similar. I'm actually quite surprised that we don't see more of Cracked on Reddit.
