I'm not an expert at all, but I don't think you can get a tan if you have albinism(which is a lack of pigment.) you're probably just really pale:) I know of one albino guy that runs for another school at some of my track meets, and he has to always wear sunglasses and a hat because any sun exposure is very dangerous for him.
So you probably aren't:) but again, I'm no expert.
