Illegally accessing a protected computer system followed by "asking for a job" is a common technique among black-hat hackers. It's often a thinly-veiled attempt at extortion, akin to the mafia visiting your shop with bats and brass knuckles, demonstrating to you how flimsy your front door is and how delicate your wares are, and generously offering to "protect" your business for a nominal fee.
I'm not saying that's what OP was doing, as I have no idea if that's what OP was doing. But considering how common this particular species of extortion is, the IT administrator was absolutely following the correct procedure when he contacted the authorities.
