Where were you when you felt the earthquake and how did you react?

A friend of mine was driving a car and almost had an accident with a motorcycle. Thing is he didn't even touch it, however the motorcycle rider got scared and fell. He went with them to the hospital, seeing as it was the least he could do, but now the motorcycle rider claims he has to pay him for the hospital bills and motorcycle as well. Seeing as they didn't exactly have an accident (the motorcycle guy just fell without anything hitting anything) does he have to pay for anything at all? Thanks in advance
