Most ballot tabulators are not connected to the internet. They are basically like the machines that correct standardized tests. Also those counts on election night are really only estimates. The ballots should be all delivered to a central location in case the race is close enough for a recount.

Paper ballots are marked by the voter using a ball point pen typically. Then fed into a counting machine. If there are errors the ballot is kicked back to be corrected.
