Sure is. To change this whenever you feel like it fire up the power options menu (start->"power options") and look under the processor power management setting. Reduce it below 100% to lock your cpu to a clock speed of your choosing. The changes you make are applied instantly and you can verify that with applications like CPU-Z. That said, I wouldn't really recommend it as there's few benefits from doing so. Letting the cpu run at full speed when needed might mean higher spikes in power consumption, but it also means less time spent in a high power state than compared to running at 75% for x% longer than if it were running at 100%.

To make more permanent changes you can do so in the bios/uefi menu. Some motherboards and their accompanying software will also give you control over features like adjusting the duration of turboboost/speedstep when the cpu increases its clock speed beyond the normal maximum for short periods of time as well as by how much as well as the response timer when changing clock speeds to changing demands.

Well, you could always make .reg files for changing that setting and then set up keyboard shortcuts for launching them. If you have a logitech g-series keyboard or equivalent keyboard with dedicated macro keys you could even swap out the keycap on the one you use to launch the .reg with a red colored one and end up with a dedicated turbo button right on your keyboard.

I was around for it. I even played countless hours of Stunt Car Racer, Walker and Hired Guns on a machine with one. And one could argue that there is still a need for a turbo button for certain poorly coded games, although it's a very small amount of games that were made in such silly fashion.
