No, his hypothesis is people want things. When people who don't have money want things that require money, you have the potential for crime. If you just give them those things, you have less crime. Occupying themselves with those things keeps them satiated potentially further reducing crime.
And pirating IP could mean spending money on that IP or food. So they pirate the IP and buy the food.
It's not rocket science.
