Companies sell what people are willing to pay for. Customers will pay for a broken game now before it even releases thanks to preorder bonuses!

With the wonderful Advent of the internet our games can be UPDATED and ENHANCED post-release, so a game doesn't necessarily have to be complete in order to be sold. With NES, SNES, Sega, all the old consoles if a had minor bugs it was an Easter egg! If it was broken and shouldn't have been released then it bombs and we reminisce about it jokingly decades later (I'm looking at you ET and Dragonlance).
