I would think at any resting place, locals and travelers alike would show some respect to that person whether or not it's a country like NK but that's just me.

Why are tourists not allowed between 12/15 and 1/15 *usually?

It's government video footage which is for one, public record, that's kinda the whole deal with CSPAN aside from broadcasting from inside the Senate/House of Rep chambers and wherever else.

It's cataloged through major catalogs which you can search through for content, person speaking, topic, year etc etc. Then you just watch and listen for what you're looking for.

My knowledge, albeit only knowledge for what i used it for comes from currently interning at MSNBC on a morning show
