So I'm actually a cop in Tucson. Interestingly enough when it comes to State Law, Tucson likes to go against the grain (for example weed possession is instantly dropped down to a misdemeanor here even though it's still a felony everywhere else in AZ). Destroying confiscated guns was one of those things however state law says that they must be sold rather than destroyed. The only reason we switched is because the AZ Supreme Court is forcing us to sell them.

As far as I know, none yet. However we just very recently switched after destroying them for several years so it'll likely be a while until any of the guns we sell will be used in the commission of crimes, if they are at all.

There are no other options. Basically for the past 12 years we've had a City Ordinance saying that we destroy confiscated guns. AZ however had a law passed in 2013 saying all departments HAD to sell confiscated guns. We tried fighting it and lost earlier this year. If we continue to destroy them, we lose State money. Also what prompted the state to go after us was a Rep from Oro Valley (basically the rich white person town in our Metropolitan area) complaining that we weren't selling guns.

Tucson is considered a hub due to us being an hour north of Nogales. I don't know the exact amount of drugs that are run through here by the cartels but out of my high school graduating class of about 50 students I know one girl who was caught smuggling pounds of weed across the border and another guy who was dealing for a dude with cartel ties.
