How does it feel to be betrayed by a superior and fucked by the funky ways of the judicial system.

Which one is your favorite?

I have been playing rs for years and have noticed how well you guys introduce new skills. My question is how difficult is it to make a new skill and equally distribute all experience earned along with new abilities and leveling sited throughout all 99 levels so that it isn't either too hard or too easy. Sorry if that question sounded junky. I guess I'm just asking how hard is it, and what thoughts and strategies go into making a new skill. Thanks!
