Easy. Anybody can get an individual taxpayer identification number (ITIN). As a matter of fact, the IRS is perfectly fine with people filing using those if they have no SSN even if their residency her is less than legal. Better to pay the taxes and not have the IRS after you than anything else, ask half the mafia brought down by violations of tax laws when they couldn't be brought down for everything else they did.

If they did, they would understand why "Alabama didn't make interracial marriage legal until 2000" is a funny headline but says nothing since the law had not been enforced (or even enforceable) in years.

Prisoner was assaulted by guards at a facility. Later he was transferred and after advising the new prison staff of his history and the need for protection he was placed in with violent prisoners. Those prisoners assaulted him. He was also once again assaulted by guards who threatened to kill him if he told. When he tried to sue, the courts said he did not have the right to sue under the Federal Tort Claims Act as the acts did not occur while officers were "acting in a law enforcement or investigative capacity". Supreme Court ruled that he does have standing to sue (not even close either, 9-0) and that Congress did not intend to make the lawsuit exception that narrow. Many believe this will lead to prison reform via lawsuit as more prisoners sue for things that happen inside prisons.
