What are your thoughts on how the military can best address this crisis?

I came to the comments to say this exact thing. I have used EyeBuyDirect for 6 years now. I just bought two pairs of prescription glasses with all the bells and whistles - a case for each pair of glasses; UV, scratch-resistant, and anti-glare coatings; and high-index lenses - shipped to my house for $100 and some change.

EyeBuyDirect has frames that start at $6. The cheapest prescription lens, for those of you who have weak prescriptions, without any coatings, sells for $5.95. My nearly-blind ass pays a whole $30 for high-index lenses with the coatings mentioned above. I've never had a problem with ordering, dealing with customer service or quality. The cheap plastic frames I ordered as backup 4 years ago and wound up using daily are just now crapping out and that's why I ordered two sets this year. I can't recommend them enough.
