Since your twitter bio suggests you are in favor of reform: Why shouldn't the UK move to a traditional written constitution? From my American perspective, an unwritten constitution appears to be little better than no constitution.

Is there any evidence that NSLs have led to the arrest or interruption of any terrorists? Any evidence they have been used to convict any US citizens of non-terrorism charges? Also, I have the vague impression that NSL letters are now being used for bulk phone records instead of FISA warrants, is that accurate?
