I never understand why comments to the contrary of a story/post get downvoted as yours has. Sure, it's a shitty thing that there are these bureaucratic red tapes to cross, but there they are.

This guy is doing a totally great thing by the way, going out of his way to feed the homeless, knowing full well there are consequences to his actions. Kudos.
