Do you guys think there is a "common sense" measure(s) that would eliminate a large chunk of these shootings?

Every time I see someone getting killed I think: "was that worthy of the death penalty"

I'm actually a believer in the death penalty but don't like how trivial situations escalate into deadly showdowns (I'm speaking to the instances where the civilian is unarmed).
