yeah, I could most probably tell him anything he needs to know.. As if there is anyone thats going to fly anything into space attached to a tether it will be me LOL :)

http://tcomlp.com/ we fly the 71 meter, its max altitude is 22,000 feet, we carry payloads to look around the curvature of the earth.. We have around 22,000lbs of free lift at sealevel.. 600,000 cubic feet of volume..
Designing something to travel up the tether would be very easy, it would work kinda like a monorail system, just vertical..
I pondered this idea once to make a vehicle to run up and down the tether via parts from a remote control car to attach an anemometer so that I can study the winds at different altitudes under the bird etc..
We have a wind profiler that is a phased array radar that allows us to see the atmosphere as if it was in CFD. The purpose for my idea to travel something up and down the tether would be to cross check our Wind Profiler..

I fly the highest tethered vehicle in the world at 22,000 ft altitude. What do you plan to accomplish by flying a tethered vehicle to 24,000' and who are you getting your system from? Maybe you shouldn't waste your money on this for a documentary just yet?
