To add onto this, I don't think swimmers will ever actually stop improving. We used to say that the 18 second barrier was impossible to break, and this guy actually became the first (and IIRC the only one so far) to break it on a flying start, and Caeleb Dressel is approaching it flat started pretty quickly. We will find better techniques, and as the sport grows, people better suited for the sport genetically.

It was recently put on the banned substances list, so your question is basically asking if he's willing to admit to doping. Many Russian athletes have been busted for using it regardless of its recent placement on the banned substances list
