"Under the common law, police in Canada have a limited power to detain for investigative purposes. In order to exercise this power, the police must possess “reasonable grounds to detain”. The Supreme Court has stated a preference for the phrase “reasonable grounds to detain” instead of the phrase “articulable cause” that is used in American jurisprudence and can be found in some lower court decisions in Canada."

Essentially they need RAS, just like in the US.
