Considering it's far from settled that even traditional prosecution deters murder, you have an uphill battle to prove that reformist prosecution actively encourages it (especially since murderers usually still get life sentences.)
Crimes are up across America, that's what happens when millions of people re-enter poverty- which is why shoplifting may have increased. DC and some other cities in the east coast are dealing with carjacking crises that traditional prosecution seem to be little deterrent against.
