kidnapping people and locking them in cages

I'm not sure you've quite understood how the law works.

Well to add to Tirpstil's point, my town in England is in desperate need of a cinema, and I'd be willing to work for free!

Kidnapping implies a spontaneous act/not warned. People know that if you break the law, you get arrested. Being arrested and being kidnapped seem very different to me.
