You asked for the first 3 things Levin would cut. As in specific cuts.
.#1 is basically saying "I'd cut everything, I'm not saying what." It isn't proposing an actual cut.

Mono Sodium Glutamate.
It is a chemical compound that imparts a heavy/complex flavor profile to things that contain it. In your body, it breaks down into Sodium, and glutamic acid. Glutamic acid is one of the ~22 amino acids that construct the proteins that make all life on this planet. It is also one of the few that the human body is capable of making on its own whenever you are lacking it in your diet. Your body makes this chemical. On its own. In the hypothetical circumstance you could have adverse reactions to it, it probably kills you in the womb at the ripe old age of instant miscarriage. Your body makes this chemical naturally.
It isn't bad, in fact it is naturally occurring in high concentrations in foods such as tomatoes, hams, cheeses, seaweeds. Last time you heard of somebody dying from tomato poisoning? Didn't think so. Italy would have died out by now if it were the case.
It is "bad" because back in the 1950s Reader's Digest blamed it as the primary cause of migraines with little to no evidence to back it up. And it has been with our culture ever since as an urban myth.
That said, it is a salt. If you need to lower Sodium intake because of blood pressure, this is a source of Sodium.
TLDR:
You cannot be allergic to MSG. Its an urban myth.

We'll have to agree to disagree. I don't consider it a useful answer, unless you consider all government spending to be equally wasteful. I consider government waste to have a broad spectrum of potential uselessness, from mildly productive but overcosted to outright counterproductive and completely wasteful. Not all idiocy is created equal.
You have to start somewhere. And if you capped spending, you would still have to choose which programs to cut first.

Oh how I wish there were actual consequences for a prosecutor dumb enough to try and admit a psychic's testimony as evidence. In a just world that would get you disbarred. Have there been any consequences for the prosecution yet?

Not a one of those is a budget cut.
You running for office soon? That was a politician style answer.
