If you're interested in adding another tool to your arsenal, check out Krita. It's a free/open source program primarily meant for digital painting, but it has a lot of general image editing features as well, and an invaluable wrap-around feature that makes creating seamless textures an absolute breeze (see my post about it here).. AND a tangent normal brush for normal maps (linky). Great software.
