I do know that SWAT snipers aim for the upper lip in hostage situations.

Reason being, if an armed crook grabbed someone for a meatshield and puts a gun to his/her head, SWAT will try to coax the crook to a window. When the sniper hits the upper lip area, the bullet travels through the skull into the brainstem. With that part destroyed, the nerves can't flinch or accidentally pull the trigger finger.
