We had a similar situation, over a larger area last summer due to wildfires. Something like 25,000 people had to evacuate, whole towns were empty except for emergency personnel and a few die hards.
The rule was that anyone who refused to evacuate had to stay on their own property. Anyone found wandering around was taken into custody and put on the next evacuation bus.
Early on there was some looting but they had a LOT of police patrolling. It didn't take long to catch them.

I've seen news comments suggesting that the Sanders campaign staff, and probably Bernie himself acknowledge that they're not going to win the nomination. If that's true then what is the smart political move for Bernie?
Can he force Hilary to make him the VP candidate? Should he try for a cabinet post? The thought of him as Treasury Secretary makes me smile.

Do expats have any power (political or economic) in the UAE? What would happen if the expats tried ro gain power, say they all banded together and went on strike?
Could an expat like yourself who grew up there "pass" for an Emerati?

The maps that I've seen indicate that there aren't very many roads into the evacuation zone. Can't you just block all access routes, and arrest anyone found inside?
