They really weren't. The USSR and America agreed on creating a unified Korea post occupation. America violated the agreement of trusteeship and created an independent south Korea because they knew a unified Korea would be a communist Korea (see the 1946 Deagu uprising against the US occupation and supporting the People's Republic of Korea). The US banned the People's Committees and cracked down on leftism before their elections, which were very democratic, of course these only happened after a few 10s of thousands of communists were killed. The Soviet Union even proposed that both America and the USSR leave Korea in 1947 to allow the Koreans to form their own government
