Spending the last few decades improving infrastructure would have been a huge help.

Getting those supplies and materials to the areas that need it most is part of updating infrastructure.

What will those generators power? how bug are they? How do you get them there? Do you run power lines to houses or just shelters? It's not as easy as you think.

Helicopters? How much fuel, food, and water do you think they can carry?

I get it, but what does this have to do with anything? I said improve infrastructure. You said give them helicopters and now generators. I'm just confused what your point is.. I'm not sure if you're familiar with Puerto Rico, but it's not close to the same as Florida. People don't have money to go buy generators let alone pay for upkeep on them.
