Not OP, but she says it in her post at the top. It's due to Mülerian agenesis; in the uterus, her body never differentiated into a woman, but wouldn't develop into a man, because her body ablated the Wolfian tract, I'm assuming because she is biologically XX. Basically, externally she keeps her genitalia, because of various hormones that were present, despite her lack of internal reproductive components.

ELI5 version: her body "decided" it wasn't a man, but didn't commit to making the female reproductive components either, so now she just has an entroitus, clitorus, and urethra.
