Because it doesn't matter. The account becomes a debt owed to the company, and like most debts, it's just written off by the company eventually and put on your credit report as delinquent. Although a legally binding agreement, 99% of accounts would never be sought after outside of your normal collections scheme (as in, they wouldn't sue). Lots of people do this all the time for one reason or another, and it's why "unlocking" a device was something carriers wanted to avoid. It forced people to stick with their phones, and them to be useless unless you paid them off.

A simple example: drug addict buys phone for someone, never pays the account. Other guy simply gets a nice phone for whatever was paid for the phone with a 2 year agreement (usually $200), and then unlocks phone and hops to cricket or something.
