IMO, it is a smart and careful move. There was not a formal state in the mid 1940s that these refugees came from. It was a British Mandate and then became Israel. You need to go back almost a hundred years before you can even start to see something that could be called 'Palestine'. Even if you had something like a nation in the 1940s, it is now about 3 generations removed! There is no identity of the Palestinian people aside from Arabic and with no homeland aside from their camps or adopted homes.

The people of the West Bank have fought to form a stable society. A massive influx into the West Bank of the refugees would likely overwhelm the society and its social services. It would collapse. Even in the best case, you would have the natives and the refugees.

It is terribly sad. Many, many, many of the descendants of the people of Palestine do not have a future in the Palestinian state whenever it eventually comes.
