The idea is that after your military service you are considered a 'life soldier' until you're too old to be of use (55 or something like that). In the event of war the entire adult male population will be soldiers. The same is true in South Korea, though. Any male who has completed military service could potentially be called up.
I have to agree that working the sails manually is indeed very fun! You really get the feeling of being a sailor when you're out there in the wind and rain hoisting sails.
