For people who forget their dreams (or don't have any), can they lucid dream too? Or would they just forget it/ not dream at all?

Thanks for your reply! Do you agree that we all dream? And that people who "don't dream" are just people who forget 100% of their dreams?

For example I've recently not really experienced dreams, is that just me forgetting them 100%?
