You're right on the $10M not being enough, but I'll disagree on the technology point. This will do literally nothing. It can't even regulate it. What will it do? X-ray scan for guns and then neutralize potential threats? That's an idea. Short of that, technology can't really help.

Legislative/regulatory is all we have that will actually work. We've got to get rid of this idea that if we throw enough innovation at the problem that it will go away. The problem is guns, so we have to do something about the guns

Better idea: ditch this project and use that $10M to buy some politicians and buy some meaningful control laws
