It's in place in a lot of places - this isn't a radical idea. A lot of countries have a way different proportion of public spending going to the police.

Its the idea that the proportion of public spending in the US is skewed heavily in favour of policing as opposed to empowering the very functions that would prevent crime in the first place. Oklahoma's Police spending is half the cities budget and is more than human services, parks and recreation, and transportation combined. Is that really necessary?

We put men on the moon, power cars by the sun, but the idea of spending money on critical services that would prevent crimes occurring in the first place is crazy/radical.
