Don't quote me on this, but because they were taught to die for their emperor, who was regarded as a god. The soldiers who will literally give their absolute best on the battlefield are those with no qualms of dying. The Japanese wouldn't surrender because it was cowardly in their eyes.

As he mentioned above, the Taliban is similar because of their fanaticism. The Taliban isn't terribly well-trained in traditional combat, but the majority of their soldiers will die for their cause. The Japanese were somewhat similar philosophy-wise.
