What separates the various levels of engineers in companies? For example what's the difference between an E6 and E7?

Honest question: Does Google recording our data almost confidentially-- as in advertisers would probably have datasets on us but not it being individualized a big deal?

What I'm trying to get to is that based on what I've read and conversations I've had: since Net-Neutrality is out of the window and that most ISPs are also Advertising companies, what's the problem with a company keeping confidential data on its users compared to actual ISPs reporting exactly how one user works over another?

Hopefully my question(s) make sense. I feel like we've been overreacting Google indexing data on users since the company's beginnings.
