Nature is cruel by essence, and we as humans haven't overcome all of our cruelties by a long shot. Nearly every problem we see in society can be found in the animal kingdom, especially rape, murder and discrimination. That is not a justification for evil acts, but it is suitable for an explanation. It is in human nature to be hedonistic to the point of cruelty. It is our job to shape society to prevent abuse.

Perhaps they noticed emissions in the US were shrinking already, while the others are expected to continue growing, and making projections with that data?

I live in a small city (for America at least) and there are no fewer than 20 dedicated pizza joints within two miles of my house. Of course, dining out is one of the few past times we have here, but that is a stark contrast.
