It's nothing to do with shortened life expectancies, it's if you're receiving disability living allowance at the higher rate, you can apply for your provisional licence three months before your 16th birthday if you get the higher rate DLA.

If it helps, and I'm sure it doesn't especially, the nursing degrees nowadays are shit hot on communication.

Endless lectures on it, endless essays on it, endless group projects and whatever. My partner finished her degree this year and in interview they straight up wouldnt hire you (you're hired based on a points system in some areas) if you were not aware of the recent changes from the NMC nor things like the Francis Report.

The NHS is very much aware of the issues in communication and more recently qualified nurses have it drummed into them... It's just a difficult system to change.

The UK reports it's figures every year via the IPCC and it's extremely comprehensive. Every single death in police custody is recorded and investigated by an independent organisation. There were no fatal police shootings in the UK in the last 2 years.

The NHS has categories for injury and certain categories of treatment are universally free regardless of your nationality.

A lot of these are limited to "initial treatment" and you pay for follow ups.

A&E is mostly univerally free so is minor injuries unit. Treatment for infectious diseases is always free including STI's. Compulsory psychiatric treatment and any court ordered treatment is free. All family planning services are free except maternity and abortions.

In this situation, because he was admitted to hospital for surgery there would have been charges if he wasn't entitled to free treatment. If the injury was minor and just treated in A&E there wouldn't have been a charge.

So if you, for example, gashed your hand open and needed stitches that would be free to everyone but if you were stabbed and needed surgery that wouldn't.

Is it easier to teach astronauts to drill, or teach drillers how to be astronauts?
