I don't have a good question, but I give you a +1 because your story reads like a Dragnet episode, which is awesome.

I always tell my kids that the world needs garbage men and its a very important job (which it really is). They're fascinated with the garbage trucks whenever we see them.

Speak for yourself. I still have loads of fun with Pokemon Go and I've been playing since launch. I feel like the jaded players are a very vocal minority and just assume since they don't have fun that most other people also don't have fun.

My ISP has an speedtest server. If I test against it, could my ISP be giving me false results, since it is inside their same network infraestructure?

ISP engineer here. We have Ookla speed test servers at the edge of our network, we have our customers test to it when we're troubleshooting their slow speed issues. We do not artificially inflate the results or any tinfoily things as that wouldn't help us actually troubleshoot the issue. Those servers will tell you how fast your connection is between your modem and the edge of our network. I.E. our sphere of influence, if its fast there but slow to somewhere outside our network, its probably not our issue or anything we can help fix. (there are exceptions). However, if the speed is slow to those servers then its 100% definitely an issue on our network that needs fixing.

Also, could an ISP "whitelist" the speedtest servers addresses so it always shows good speed?

It depends on the servers. Ookla actively does things to prevent this, but other sites may not.
