Why should this de-extinction process be used on already extinct creatures, instead of utilizing it to thwart off immanent extinction of current critically endangered species?

I'm curious as to why the government, either state or federal, doesn't create it's own Internet infrastructure and market it as a public utility to solve this issue? Is it purely financial, problems actually creating the network infrastructure or are there other factors involved?
