Wouldn't landowners only have an interest in preventing environmental issues if 1: the problems being caused had direct influence on their land, and 2: the cost of indirectly preventing environmental issues is less than that of directly dealing with their effects (e.g. fighting climate change that threatens to cause droughts in the long run, vs. simply putting up with more expensive water prices in the future)? What is to ensure that landowners will not speculate in levels of environmental problems they deem "acceptable" for their own benefits?
