The fact that Syria and Israel are officially in a state of war, because the Syrian state doesn't recognize Israel. So whilst Israel cannot accept large numbers of refugees it can and does provide humanitarian aid where and when able. Also they don't actually have the means to place them anywhere, being that their whole country is the size of the San Francisco Bay area.
