How can you make such a claim when you instigated a literal riot on the city council floor last year when you attempted to illegally fill Payne’s vacant seat?

Attempting to cast a tie-breaking vote in a manner that was still up for debate is not the same as instigating a riot. His side lost in court afterwards but you can't blame the craziness that happened at that meeting on him.
