I think the idea behind increasing ports of entry and expanding immigration offices is that will decrease the amount of illegal immigration.

Also, you can further discourage future occurrences by placing a barrier date on entry. So anyone above a certain age who enters the U.S. illegally after Jan. 1 2020 will be subject to immediate deportation and ineligible for citizenship application for a period of XX years...
