I disagree. Trade relationships with Africa are still very asymmetric and several Western countries, especially France, still intervene regularly.

You can't or shouldn't sanction their internet-access obviously... but with economic sanctions for censoring the net, they would think twice about doing it.

But which countries' governments do really stand up for a free internet? Iceland, that's pretty much it. The German and Dutch PEOPLE are quite for it, too, but the governments there? Not so much...
