I think it's because no one at schools really have any authority to discipline the kids.

And the kids know it.

They are, and then the parents get involved, then it's the teacher who is considered to be failing and are punished accordingly.

Right before Halloween release the Urbanmech, but also release a gamemode called "night of the living urbanmechs"

You start in river city night, and you and your lance survive against wave after wave of undead urbanmechs. Final boss would be a giant urbanmech.
