If you had to fight one Ajit Pai sized duck, or 20 duck sized Ajit Pai's, which would you chose?

Also, since ISPs are very much so legally protected in order to lessen comptetiton in the market, would you reccomend reducing the laws restricting the creation of new ISPs, and allowing some measure of competition in the ISP market.
